About the research

A main focus of the research is to develop a simple impact assessment tool that can be used by Counties in Iowa to assess the service and fiscal impacts of proposed rural developments as they are proposed. In turn, this tool will be applied to about a dozen case studies of rural developments in Iowa in order to assess the service and fiscal impacts of rural development on secondary roads. The results of these case studies will be used to conduct an assessment of various policies that could be to address typical Iowa secondary road impacts of rural development, both residential and livestock production.
