In the fall of 1998, a request for proposals to develop an ITS Plan were sent to several consultants. In February of 1999, BRW Inc. of Minneapolis, MN. was selected to perform the tasks outlined in the proposal. CTRE is a subcontractor to BRW on this project. Some of the major work products for this project are a survey of all stakeholders (including public outreach activities); definition of the ITS Plan Development Process; identification of needs and prepare a list of immediate-term ITS projects; and development of an ITS Plan including project selection methodologies. Phase 2 of the Plan involves the implementation of the ITS Plan Development Process. This process will lead to the creation of the ITS Plan and include guidance on marketing strategies, organizational structure and implementation.
